DECON was founded by four partners who have invested
more than 75 years in providing quality hazardous material handling
and site remediation services. The majority of this effort has
been in the application of technical expertise and project management
skills to assure successful project performance. DECON personnel
have designed and completed hundreds of site remediation projects
throughout the United States ranging from $2,000 to $3,000,000
in size. DECON is a California Corporation that was incorporated
in 1988 and has grown steadily to a current level of $6,000,000
in annualized revenues. DECON holds Class A, Hazardous Waste
Remediation contractor's licenses in California, as well as
general contractors licenses in several other states.
DECON provides environmental remediation services which minimize
our clients' liability exposure. This company's foundation consists
of technical expertise, project management experience, liability
exposure minimization, and a dedication to providing quality
performance for a reasonable cost.

| Mr. Christopher Kwoka, CEO |
Mr. Christopher Kwoka
Mr. Kwoka is a registered Chemical Engineer (CHE 4241) in the State of California with more than twenty-eight years of experience in the environmental field involving process engineering, project management, business development, and financial management. His technical expertise includes hazardous waste management, mercury, and other metals decontamination, PCB/Dioxin/Furan decontamination, plant closures, industrial wastewater treatment, groundwater and soil remediation, and air pollution control. He has managed numerous multi-million dollar hazardous waste, remediation, and decontamination projects and has had managerial and fiscal responsibility for operating units of major corporations and complete business units.
Some of the hazardous waste management and remediation projects that Mr. Kwoka has acted as project principal on are Sony Electronics San Antonio, National Semiconductor's Facilities Strip Out & Environmental Closure of Building E- 6" and Partial 8" Fab facilities, MicroModule Systems for SRM Associates, Hewlett-Packard (San Jose, CA), Integrated Device Technologies, Toshiba Electronic Components, Litton Applied Technology, Quality Technologies, Synergy Semiconductor, IBM Corporation, and VLSI. Other significant closure and facility decommissioning projects that Mr. Kwoka has managed are the Pacific States Steel plant in Union City, CA, FMC plant in Newark, CA, and the Herrick Corporation plant in Hayward, CA. Mr. Kwoka also was the Project Manager for a mercury decontamination project at PGT Gas Transmission and Meter Station sites throughout Oregon, Washington, and Idaho and a major soil remediation project for American Airlines in New York.

Mr. Bill Belk
Mr. Belk has more than twenty-nine years of experience in the environmental consulting and remediation field as a chemist, environmental engineer, project manager and principal in a full service remediation company. He has extensive expertise in structural decontamination, hazardous waste source reduction, regulatory compliance, and soil and groundwater remediation using onsite treatment technologies. In addition, Mr. Belk has served as Vice President for Earth Tech, and Project Director for Montgomery Watson, ABB Environmental, and IT Corporation providing remediation, EH&S consulting, and environmental management systems support to industrial and DOD organizations in the USA and in Europe. Mr. Belk is a certified ISO 14001 Lead Auditor and uses this experience to bring a broad EH&S management and "green" philosophy to remediation and construction services for his clients.
Some of Mr. Belk's clients where he has directed or managed environmental remediation or EHS management programs include Analog Devices, Hitachi Global Storage Technologies, IBM Corporation, Agilent Technologies, Hewlett-Packard, Applied Materials, Intel Corporation, PE Biosystems, Santa Clara Valley Transportation Authority, Filtronics Solid State, Apple Computer, AMD, United Technologies, and Nellcor Puritan Bennett.
Mr. Belk has participated on several boards and key industry committees and task force initiatives. Mr. Belk was an active member of the Board of Directors of the Pacific Industrial Business Association, previous Chairman of the SEMI EHS Metrics Task Force, current Co-Chairman of the SEMI S12 Equipment Decontamination Task Force, and an active member of the SEMI EHS Committee. Mr. Belk has also participated on a key task force for the SEMI EHS Executive Committee to develop a Global EHS Initiative document (now called the SEMI Global Care program) for semiconductor and tool manufacturers. He was awarded the 2004 SESHA Annual Genesis Award for innovation in the development of facility and equipment decommissioning in the semiconductor industry presented at SESHA 2004 Annual Symposium.

| Mr. Bill Grant, Executive Vice President |
Mr. Bill Grant
Mr. Grant has been involved in various phases of the environmental services industry for more than 17 years. His experience within the industry includes sales and marketing, hazardous waste management, project management, project estimating and financial planning. During this time he was the President of an environmental services company specializing in transportation and remediation services. Previous to entering the environmental services industry, Mr. Grant was the Production Manager for a firm specializing in the manufacture of process chemicals for the printed circuit board industry.
A few key clients that for Mr. Grant have managed remediation projects for include Intersil, Western Digital, National Semiconductor, Ashland Chemical, Rineco, Komag, and Sumitomo Metal Mining.

The success of any ongoing facility decontamination, equipment decommissioning, HazMat management, lab packing hazardous waste, or overall facility closure or remediation construction project effort depends on the experience of the individuals assigned to the team and the blending of their talents to produce a high-quality product. DECON chooses team members to optimize their direct experience with an individual project. DECON has a full complement of experienced Project Managers, Superintendents, Field Supervisors, and skilled technicians to provide onsite turnkey remediation services.
To become leaders in the environmental remediation field, DECON personnel have pioneered the design, development, testing, and utilization of customized equipment and treatment alternatives engineered to improve cost effective performance. In addition, key DECON personnel maintain their technical reputation through publishing papers, presenting technical advancements at conferences, and participating in seminars and specialty courses.

| In addition to concentrating on effective project
management and technical expertise, DECON has adopted an approach
designed to minimize liability exposure. This is facilitated
through constant awareness of and emphasis on minimizing client
exposure and through following rigorous health and safety procedures.
Technicians are fully qualified and have completed HAZWOPER
(40-hour) training.
